Yes. Each number has one slice and a weight of 1, so each has a 10% chance. The same number can come up twice in a row.
Can I pick a number from 1 to 100?
A wheel holds at most 30 slices. Spin a 0-9 wheel twice, once for the tens and once for the ones, to pick any number from 0 to 99.
